MINUTES OF BOARD OF TRUSTEES MEETING

Other Attendees: 4 residents; Rick Pitrowski, Communities of America; Ray, U.S. Lawns; Deputies Christine Fleet and George Murda.

Welcome - Mr. Dufva called the meeting to order at 7:15.

Approval of March 2002 Minutes - After Mr. Dufva confirmed that Board Members had seen the March 2002 minutes, Ms. M. Kapono made a motion to accept the minutes as written. J. Gilliam seconded the motion. Motion passed 6-0.

Treasurer's Report – Ms. C.A. Kapono passed out the monthly Treasurer’s Report. The outstanding bills include the irrigation to Monterrey Blvd., which will be started within a week and the planting of a ground cover plus the normal monthly expenses. She also stated that she is leaving the bank account(s) at Sun Trust Bank. It will be necessary for Mr. Dufva, Ms. M. Kapono and Ms. C.A. Kapono to sign new signature cards. The advertising of the Annual Budget Submission 22 days before the actual meeting was discussed. The meeting will be Monday, May 20, 2002 at 6:45 pm at Winn Dixie, Gunn Hwy., Tampa, FL, just prior to the regular monthly meeting. Ms. C.A. Kapono made a motion to advertise the Budget hearing; Ms. Gilliam seconded the motion. Motion passed 6-0. Ms. M. Kapono made a motion to accept the Treasurer's Report as presented. Ms. D. Gilliam seconded the motion. The motion passed 6-0.

Security Patrol Report - Deputy Fleet stated that because of her work load, etc., Deputy George Murda will become coordinator for the security patrols for Logan Gate Village. The recent calls included dog barking, basketball at late hours. While both Deputies Fleet and Murda commented and congratulated the group on the tremendous improvement in Logan Gate Village, they stated that there were still some juvenile and drugs issues being addressed. Deputy Murda emphasized the importance of the community watching out for each other and reporting any suspicious people or activity in the neighborhood. Report from Rick Pitrowski, Communities of America -

Cracks in wall – footer problems; could patch but they would just break open again. Mr. Pitrowski will take a look at it. It will be replaced when it becomes a safety concern. It will be financed through the community’s maintenance monies. To camouflage some of the existing cracks, vines could be planted along the wall.

Mr. Pitrowski suggested that we begin a reserve fund to paint the walls in the future.

In response to Ms. Ruth’s inquiry about replacing the damaged and removed oak trees, Mr. Pitrowski suggested it be put in next year’s budget. Mature trees should be purchased.

With the amount of monies available for improvements to the community, Mr. Pitrowski suggested to Mr. Don Grady, head of the Community Advisory Council, that their group make suggestions for next year’s budget in the $20k-$25k range.

Park update – it is progressing with the addition of the parking lot and posts.

Mr. Pitrowski will call the County about the pothole at Truscious and Monterrey.

The fountains at the Henderson Rd. entrance have been repaired and should be functioning again soon.

The final section of the irrigation system for Logan Gate Blvd. should be completed within a week.

Mr. Pitrowski accepted compliments regarding the uplights into the oak trees at the Henderson Rd. entrance.

Report from Ray, U.S. Lawns

The tremendous amount of leaves on Logan Gate Blvd took longer than expected. The remaining bags should be totally removed by Friday of this week.

The ground cover to be planted will be English ivy.

The palm trees at the Henderson Rd. entrance have apparently ‘succumbed’ due to chemicals, soap, etc. from last year. They will be replaced with topiary trees on either side.

Information from Patrick Murray, County employee and Logan Gate Village resident – a resident on Spanish Moss Circle asked about speed bumps to better control the traffic. Mr. Murray explained the process for addressing this. Ms. Donna Andruchow volunteered to do this.

Homeowners Association

Mr. J. Gilliam reported that a resident has offered to coordinate a community craft fair. A community garage sale was also mentioned but for the cooler months.

The most serious violations of the deed and code restrictions are being corrected.

Community Advisory Council, Mr. Don Hardy

Numerous issues regarding the WalMart project were discussed. The Brownfield designation has been approved; however, representatives from the community are needed for an advisory committee for the clean up.

According to County identification numbers, there was a petroleum spill in this same area (approx 1987). Four 500-gallon leaded gasoline tanked were located on this site. Upon their removal, it was discovered that one had corroded and leaked into the ground. This spill contained cancer-causing carcinogens. It was assessed and found to be contaminated. At one point, a geological engineer filed with the County to say everything was OK at this site; the County found otherwise. The site must be monitored. An adjoining pond is also contaminated with various lead compounds.

These situations are definitely health hazards and probably not new ones.

Next Meeting - will be Monday, May 20, 2002, 7:00 pm at the Winn Dixie Store on Gunn Hwy. Tampa, FL. The date was moved back one week due to the Memorial Day holiday on the regular 4th Monday meeting date.

Meeting Closed – Ms. C.A. Kapono made a motion that the meeting be adjourned. Ms. D. Gilliam seconded the motion. The motion passed 6-0.
