MINUTES OF BOARD OF TRUSTEES MEETING

Welcome - Mr. Dufva called the meeting to order at 7:20.
Approval of January Minutes - After Mr. Dufva confirmed that Board Members had seen the January minutes, Mr. Klein made a motion to accept the minutes as written. Ms. Ruth seconded the motion. Motion passed 5 - 0.
Treasurer's Report - Mr. Klein passed out the Estimating Beginning Fund Balance sheet and the Cash Flow Report to the Board Members. Ms. Kapono made a motion to accept the Treasurer's Report as presented. Ms. Froment seconded the motion. The motion passed 5 - 0.
Security Patrol Report - Deputy Fleet distributed her security report to all attendees. She commented that Street Crimes have made Logan Gate Village a priority. She again stressed the fact that cars, bicycles and the other articles being left outdoors must be locked up to avoid being stolen. She also reminded everyone that with nice weather coming, residents must remember to close their windows when they go to sleep or leave their homes.
Dr. Walt Karnisky , the owner of Tampa Day School, was also in attendance. In response to a resident's inquiry about privacy along the back boundary, Dr. Karnisky stated that they had planted twice the number of trees required across the berm in the back. In response to another inquiry as to School Zone signs, according to a traffic survey, none are required. Dr. Karnisky also presented invoices that he feels the Tax District should be responsible for. (It was noted that he also owes the Tax District money.) (1) Easement and sign - $1000 to cover cost of a new survey because a portion (3/4) of the new sign on the northwest corner of the front entrance is on School property. Tax District will pay this. (2) Legal fees of $250. Tax District will pay this. (3) Cost of hooking into water main because the tap was removed by LGV. Tax District will not pay this at this time. It is more likely that the tap is under the sign; LGV plumbers would not have taken it out. Dr. Karnisky will bring an itemized statement for this to the next meeting. Mr. Klein will provide Dr. Karnisky with water and electric bills at our next meeting and then quarterly after that. Mr. Dufva and Dr. Karnisky signed the agreement between the Tax District and Tampa Day School.
2001 Calendar - Mr. Dufva commented on dates for special events in the community. It was decided that the Garage Sale would be a HOA project. The Block Party and Community Clean-up will be joint projects since each of these does require funding. It was noted that the HOA has been quite successful to date. Of the 36 letters sent to residents, 18 have resulted in clean-ups, resolutions; 4 are code violations and the remaining are not enforceable. It was agreed that a representative from the HOA would not be required. The notes will be part of the new, upcoming newsletter.
Report from Rick Pitrowski, Communities of America -
Logan Gate Villager - Mr. Pitrowski has reached an agreement with the Publisher of the Community's newsletter. The first issue is expected mid-March. There was a discussion regarding contents and articles to be included. Minutes, Treasurer's Report, Deputy Fleet's report, etc.
State Investment Pool - Mr. Dufva has the paperwork regarding this checking account available to Tax Districts.
Sign in back Park - the extra sign that originally was for an entrance has now be installed at the back park.
GTE phone lines - they have been properly buried.
Hillsborough County Sheriff Grant - unfortunately, after numerous emails to Deputy Fleet, the deadline for applying has passed with no grant request from the Tax District.
Rear entrance wall - after being demolished in an automobile accident, Mr. Pitrowski has arranged with K Construction to have the wall repaired. This will take some time as there is curing processes to the blocks and stucco. This is being paid for through State Farm Insurance, the insurance carrier of the driver/car that hit the wall. The county will replace the light pole, broken in half in a different accident.
School bus benches - installed at the bus stop at Logan Gate Blvd. and Citrus Valley. They will be painted to match the wall and a concrete slab and sidewalks will be added.
Community News Center - at this time, also, the mason repairing the back wall is also going to construct the foundation, etc. for the Community News Center at the Henderson Rd. entrance and the concrete work around the benches. He has given a price of $950 for the Community sign plus $400 to $600 additional for the work around the benches. We were able to get these good prices because he was already in the Community doing the repair work to the wall.
Plant Material - U. S. Lawns' representative, Ray, stated that he would be replacing the plants damaged by the freeze. He will also be laying the Palmetto sod on Logan Gate Blvd. around the 3rd week of March. It was also agreed that the Tax District pays U.S. Lawns in 12 equal payments rather than by the cut. This, in turn, will entitle the Community to have the annuals changed out 4 times a year at no charge.
Fountain Shut Down - the timers are currently set for 1 ½ hours in the morning and the evening to indicate the Community is concerned about the drought conditions.
Fence - the fence around the electrical boxes at the Henderson Rd. entrance has been completed. It is locked with Mr. Klein, Mr. Pitrowski and the irrigation company having the only keys.
Announcements/Public Comment - there was no discussion from residents or others in attendance.
Next Meeting - will be Monday, March 26, 2001 at the Winn Dixie Store on Gunn Hwy.
Meeting Closed at 9:00 PM - Ms. Ruth made a motion that the meeting be adjourned. Mr. Klein seconded the motion. The motion passed 5 - 0.
