MINUTES OF BOARD OF TRUSTEES MEETING

Welcome D. Hardy called the meeting to order at 7:00 and introduced the new residents in attendance.
Approval of November 2002 Minutes - After D. Hardy confirmed that Board Members had seen the above mentioned minutes, C.A. Kapono made a motion to accept the minutes as written. D. Gilliam seconded the motion. Motion passed 5 - 0.
Treasurer's Report C.A. Kapono reported that she has received the first check of the Tax District Assessment monies in the amount of approximately $48,000; she expects an amount similar in the next couple months. She also distributed the final Treasurers Reports for October, November and December 2002 to the Board Members. M. Kapono made a motion to accept the above-mentioned reports as presented; D. Gilliam seconded the motion. The motion passed 5 - 0.
Year End Audit C. A. Kapono reported that the Year End Audit had been completed. Copies were distributed to the Board for their review. The approval will take place next month (February 2003).
Security Patrol Report Per C. A. Kapono, it has been very quiet in our Community.
Homeowners Association Report D. Gilliam reported nothing new with HOA. Their next meeting is March 3, 2003.

Annual Report has been mailed.
The poinsettias have been replaced with cold-hardy pansies at the Henderson Rd. entrance.
The drip irrigation system at the Henderson Rd. entrance has been completed and is in working order.
The sign cleaning is scheduled for February 7, 2003.
Post replacement will not be done at this time as R. Pitrowski is researching alternatives to the wooden posts w/reflectors (such as flexible posts, curbing, etc.) He has contacted the County Traffic Department regarding curbing; a study/survey will be done as to whether our Community qualifies. This process may take a while.
Up lights at Henderson Rd. entrance Vandals pulled up approximately 50 ft of wiring for the lighting. The north side of Logan Gate Blvd is functioning; however, the south side appears to have a short. R. Pitrowski suggested running a new electrical line from the main box to the south side of the road in the new 6" bore at a cost of approximately $800. C. A. Kapono made a motion that R. Pitrowski proceeds with this; M. Ruth seconded the motion. Motion passed 5-0. R. Pitrowski also suggested extending the mulch beds around the trees and packing sand around the up lights. Hopefully, this will eliminate the mowers hitting the lights; however, we still must deal with the vandalism.
Water leak at Henderson Rd. entrance was a sprinkler head; it has been repaired.
The issue of Liability insurance was put off until the February 2003 meeting.
Normandie Rd. entrance landscaping / US Lawns Report R. Pitrowski and R. Rose each spoke about the plans for the back entrance to our Community. A sketch was shown which would compliment what WalMart has proposed in their landscaping outline. Included will be low maintenance hedges, flowers for color, perhaps Mondo grass. The 2 bids received for the drip irrigation system are between $1500 and $2000 plus tie in fee to the County. The jack and bore fee will be approximately $25 per ft and a 2000 sf area will be sodded. D. Hardy will compare the sketch to the WalMart plans to assure similarity and report back on this next month.
R. Rose apologized for the frost damage. After they attempted to cover the plants with plastic and blocks, this equipment was stolen. He will replace the damaged plants at his cost. Leaf clean-up on Logan Gate Blvd will begin in two weeks.
Announcements/Public Comment
Sidewalk for Monterrey Blvd requested but so far, no status on this.
WalMart Status per D. Hardy, bids have been opened for construction with opening expected in Spring 2004. Construction barriers have been erected to prevent wash-outs of soil. Foundations expected in about 3 months.
Murphy Oil, the subcontractor building the gas station for WalMart, has requested a variance to add 47 sf more to the signage.
Kennel Screening Variance Request the Rullis on Gardner Rd. have requested a variance to not require them to fence/hedge their 10-acre parcel where they would like to construct a dog kennel business. The Board decided to go along with the request for variance as long as we can be assured, in writing, that they will not disturb that area of trees, etc. that backs up to the homeowners of Logan Gate Village. It was discussed that if the kennel cannot be constructed, our Community is at risk for the property to be sold to another developer who could possibly construct more homes on the parcel, which would significantly add to the already large capacity of traffic on Henderson Rd. There is a Hearing Master Meeting on February 14, 2003, Board of County Commissioners, Docket #03-0296.
Pot holes on Mondragon C.A. Kapono explained to those present how the resurfacing that was recently done on some LGV streets was a coating, not structural fixing. Mondragons damage is so severe that the street will have to be totally rebuilt. It has been brought to the attention of the County and funding is being sought to do this re-construction. The potholes at 12413 Mondragon will be reported with a request to patch for now.
D. Hardy reported that the 7-11 and the proposed Chevron gas station for the 2 southern sides of Henderson/Gunn Hwy intersection have been scrapped due to the competition by WalMarts gas station. There is a possibility of the 7-11 being demolished and replaced by a strip mall or similar construction.
Traffic light at intersection of Gunn Hwy and Henderson Rd. has been on flash. Portable signs indicate it will become functional on January 28, 2003. D. Hardy suggested caution until the general public becomes aware of the new traffic device.
Next Meeting - will be Monday, February 24, 2003 at the Winn Dixie Store on Gunn Hwy.
