BOARD OF TRUSTEES MEETING

WINN DIXIE MARKET PLACE

MONDAY, NOVEMBER 27, 2000

Mr. Dufva called the meeting to order at 7:05 pm.

October minutes: Motion to accept minutes from October meeting by Ms. Ruth; second by Ms. Froment. Motion passed 7-0.

Treasurer’s Report: Mr. Klein passed out his report and explained balances and totals. Motion to accept by Mr. Coffield; second by Ms. Kapono. Motion passed 7-0.

Report from State of Florida: Mr. Klein read a resolution required by the State of Florida regarding where the districts funds are deposited in and commented on who is authorized signatories on the account. Those being Mr. Dufva (President), Mr. Klein (Treasurer) and Mr. Coffield (Vice President) as the county requires. Motion to accept resolution by Mr. Klein; second by Ms. Froment. Motion passed 7-0.

Vision statement: Mr. Dufva stated that Bill Daly from the Logan Gate Village Homeowners Association had contacted him regarding a statement for the web site regarding the "purpose" of the taxing district. Mr. Dufva indicated he had given Bill a statement and passed around copies for review/comment. General discussion ensued with one or two minor change recommendations.

Newsletter options: Mr. Dufva explained the situation with the current newsletter publisher and asked for discussion and options. Many options were thrown on the table including hand delivery, bi-monthly rather than monthly, pick-up at local area locations, etc. Rick Pitrowski and Cynthia Anne Kapono have been tasked with bringing options to the January meeting.

Security: Deputy Fleet gave the monthly security report along with crime statistics for her patrol area including Logan Gate Village (LGV). Through the first three quarters of 2000 there were three auto thefts in LGV, the same time frame in 1999 showed four. Auto burglaries went from ten in 1999 to sixteen in 2000 for the same time period. The board was very concerned as to why this trend would be increasing since the board has hired part time deputies. Deputy Fleet indicated it was not possible to tell exactly, however, stated it may have been due to the double sessions at the high school or may have been one group that hit a bunch of vehicles in one night. She did indicate that this type crime usually happens after midnight in the early am hours and there are no additional deputies at those times due to regular shift work. Mr. Coffield has agreed to work with the LGV deputies to see if they can address these issues.

Homeowners association: Ms. Kapono stated the HOA has started the deed restriction/code enforcement program with some minor successes already. The HOA has sent 36 violation cards giving the residents 30 days to clean up the problem. It has only been 21 days so far and they are already seeing progress. Ms. Kapono also indicated the HOA will be soliciting membership in the association from all LGV residents at $10 per family. They will be doing a door-to-door delivery of an introductory flyer along with request for membership. The tax district trustees were asked to help deliver to a couple streets around their homes. There was public comment on the security report, which was addressed by deputy Fleet, and Mr. Dufva also explained the role of CANN.

Communities of America: Front entrance signs have been cleaned and the wall on fountain has been repainted with a specialty coating and then sealer which is a four step process plus acid washing of all the stone work. The deed restriction/no solicitation sign will go into the center median right after the landscaping is completed. The landscaping will be completed in the medians within 7-10 days. The Poinsettias are already in and look great. There will be landscape lighting in the trees and plant material after all landscaping is completed. The irrigation project is finished and the well is up and running, Mr. Klein will notify the county and have the water meter removed and account closed. Rick Pitrowski explained the partnership with the Tampa Day School and will work with the ownership to get the issues resolved including payment. Rick explained the Community Depot idea for signage and notices, the board asked for a price at the January meeting to accomplish this idea. The board approved a contract extension for COA eff 12/01/00 with a monthly contract amount of $1375 which will include increased duties and responsibilities. COA will now prepare the minutes, clean all walls annually (not including graffiti), clean fountains regularly, handle all county budget paperwork (not including ad costs) and continue to complete grant applications for the district. Mr. Dufva gave Mr. Pitrowski the Hillsborough County Grant Application to complete for the District. Ms. Kapono made the motion with a second by Ms. Ruth. Motion passed 7-0.

The board agreed there would be no December meeting since the fourth Monday falls on December 25th. Meeting was adjourned at 9:10pm with a motion by Mr. Klein and seconded by Mr. Coffield.
