MONTHLY MEETING MINUTES
Monday, November 24, 2003

1. Welcome M Kapono called the meeting to order at 7:10 PM in the absence of D Hardy. She welcomed all to the meeting.
2. Public Comments
A resident is still having problems with people driving over his lawn. R Pitrowski from Communities of America agreed to sell some of the green stakes to the resident.
It was suggested that we invite our area's County Commissioner, Ken Hagen, to a meeting early next year. However, it was noted that he is difficult to reach, does not return phone calls and prefers not to tie up his evenings so that he might spend this time with his family.
Residents were asked to watch for motor bikes, etc. in Park 3 and to please call the police should they be present. It is against County ordinance to operate any motor vehicles in County parks. This is NOT a Logan Gate Village rule.
In response to a resident's question, it was stated that the newly painted sign for the Normandie Rd. entrance should be replaced in 1-2 weeks. It had to be repainted as a result of graffiti.
Fred Williams distributed an information sheet regarding the Hillsborough Co. Sheriff's Office Integrity Scholarship program. Part of the requirements for application is to be referred by a civic or community organization. The Board agreed they would recommend him for this program as will R Pitrowski, COA. Letters are due by December 12, 2003.
3. Approval of the Draft of October 2003 Minutes
All board members present indicated they had read the draft of the October 2003 Minutes.
C.A. Kapono made a motion to accept the October 2003 Minutes as written. M Dufva seconded the motion. Motion passed 5-0.
4. Approval of October 2003 Treasurers Report
CA Kapono reported an end of October 2003 checkbook balance of approximately $6500. All extra spending has been put on hold as the Community has experienced an unusual and unnecessary increase in repair and maintenance expenses this year - due to damage from vandalism and theft of plantings.
CA Kapono stated that she should begin receiving the tax assessment monies from the County in December.
M Dufva made a motion to accept the Treasurers' Report as presented; M Ruth seconded the motion. Motion passed 5 -0.
5. Security Patrol Report
M Kapono stated that per the Sheriff's Office report sent via D Hardy, that our Community is doing very, very well. Reported incidents for July - 3; August - 0; September -1; October -1. The hours for the off duty officers that patrol our Community will be increased since new funds will be coming in.
6. HOA Update
None
17938. Communities of America - R Pitrowski
While there are several things that need tending to, because of the tight budget, they have been put on hold. This includes repairs to the front entrance lighting, having the front entrance signs cleaned and polished, etc.
R Pitrowski reported that the County parcel of land would be turned over to our Community. He hopefully will get it transferred to the County Parks Department who will then be responsible for the upkeep, instead of to the HOA, which is the current plan.
It has been arranged for Santa to visit our Community again this year. Day/time is Saturday, December 20, 2003, at 6:30 PM. It will be noted in the Newsletter and we hope to have a banner to put up reminding our residents. Due to the difficulty of maneuvering Santa's truck and trailer, he will only be travelling the main streets in our Community. Once again, we will request a police escort from one of our off-duty officers.
R Pitrowski will speak with D Hardy regarding the status of the posted signs and the lock on the gate. While not necessary for enforcement, it will make it easier for the officers to enforce once the residents see the signs that forbid any motor vehicles in any County park.
The meeting dates for next year (2004) have been advertised. The dates are January 26; February 23; March 22; April 26; May 24; June 28; August 23; September 27; October 25; and, November 22. There is no meeting in the month of December.
The monthly meeting minutes have been submitted to the County.
R Pitrowski asked that CA Kapono check on the status of the bonds for the Board members. Some may be due for renewal.
VIII. New Business
Much discussion took place regarding a request for an increase in the tax assessment in our Community. It is currently $100 per year per homeowner. It was suggested that the increase be only in the $20-$30 per year range. Included in the information regarding the increase will be current data on increases in property values, what we have spent the money for in the past years, where our expenses are going up, the drastic reduction in crime in our Community due to the patrol officers, etc. Additional discussion will be put on the agenda for the January 2004 meeting while keeping other topics to a minimum. The Board will also consider a consultant to help run a successful campaign for the September 2004 vote.

The WalMart sign variance was denied.
D Hardy has submitted our Board Members for recognition of their successful work with WalMart on behalf of our Community by nominating them for the County's Moral Courage Award.
Regarding the traffic signal at Henderson Rd and Logan Gate Blvd., we are #8 on the list for installation. The County does approximately 3 installs per year. D Hardy has requested a new traffic study be made as our placement on the list is based on traffic studies prior to WalMart, the apartments, etc. The traffic study will be November 26, 2003.
17998. The next meeting will be January 26, 2004 at the same location. There is no December meeting due to the Christmas holiday.
17999. With all business discussed, M Dufva made a motion to adjourn the meeting. M Kapono seconded the meeting. Motion passed 5-0.
