MINUTES OF BOARD OF TRUSTEES MEETING

Winn Dixie Market Place, Gunn Highway, Tampa, FL

Other Attendees: Rick Pitrowski, Deputy Ed Perez (for Deputy Christine Fleet), Ray Rose (U.S. Lawns) and 6 residents.

 

I.                     Welcome - Mr. Dufva called the meeting to order at 7:00. Since there were only 4 Board Members present, there was not the necessary quorum to hold an official meeting. However, since there were several residents present, an informal session occurred.

 

II.                    Security Patrol Report - Deputy Perez reported that the first three weeks of October had been crime free as to burglaries, auto thefts, etc. There were the usual alarm call, domestic calls, traffic stops, etc.

 

III.                  Ms. CA Kapono reported that the traffic situation on Monterrey was being addressed. One 25 mph sign has been installed near Cardiff, Nia and Monterrey. The speed limit on Monterrey will be lowered to 30 mph and speed bumps will be installed.

 

IV.                  Mr. Dufva has spoken with Stacey Esterling,  regarding our traffic concerns on Henderson Blvd. Now that it has been announced that a Wal-Mart Superstore (including gas station) will be built on Gunn Hwy. between Henderson and Normandie. There is also the high-end apartment complex being built north of our community with entrance on Henderson and three 2-story doctors' offices to be built opposite our Henderson Blvd. entrance.

 

a.       Where will all this additional traffic be directed?

b.       The builders of the apartment complex will be widening Henderson Blvd. from Gunn Hwy to New Tampa Day School; however, there are no additional plans with the County for widening this road for a minimum of five years.

c.        Since the Wal-Mart parcel of land had been zoned Z-1 (heavy industrial), there is little our community can do about it though residents suggested that our community at least try to slow up the building permit process.

d.       Ms. CA Kapono suggested we direct our energies more toward working with them and seeing what we as a community can gain.

e.       The soil in this area is contaminated because of the former site of Mary Carter paints. Now that the initial buildings on Normandie have been razed, the soil will all be removed and replace.

f.         Ms. CA Kapono is on the Neighborhood Advisory Committee  and will be receiving a new plot plan prior to next month's meeting. She will also attempt to have a representative of the developer, Buckley/Schuler, to attend the December 3 HOA meeting.

g.       Mr. Dufva stated that mostly the same group on the Special Taxing District Board is those also on the HomeOwners Association Board.  He asked that those present think about joining either organization and to talk to their neighbors about it also.

h.       CA Kapono spend 5 half-days per week on Logan Gate Village issues. She stated that she would like to see Advisory Boards from different areas of our community. They would represent their neighborhoods and bring ideas, requests, suggestions, etc. to the Board at the monthly meetings. This Advisory Board would also be the watchdog of the STD Board.

 

V.                   Newsletter - per Ms. M Kapono, the newsletter should be out in the next couple weeks. There is one article to be added and the front page will reflect the attendance of a Buckley/Schuler representative for the December HOA meeting.

 

VI.                  Annual Audit - Ms. CA Kapono will be meeting with our auditor tomorrow, October 23, 2001 to help with the preparation of our Annual Audit.

 

VII.                HomeOwners Association Report - President James Gillam was absent.

 

VIII.               Report from Rick Pitrowski, Communities of America -

a.       The financials were handed out to Board members but will be discussed next month when there is a full Board.

b.       The $175 annual fee for the State Department of Community Affairs for Special Taxing Districts is due December 6, 2001.

c.        Yes, we will get a Commercial General Liability policy. Cost will be about $200 annual.

d.       The entrance signs have been cleaned and polished.

e.       Another 600 linear feet of wall have been cleaned per contract.

f.          The dead oak tree has been removed.

g.        The problems with potholes at the front entrance have been turned over to the County Utilities Department.

h.        Both sides of the bridge on Monterrey are washing out. A barricade has been temporarily put out; the County will work on this also.

i.         The Community Bulletin Board has been repainted. The previous color tended to glare and detracted from the surroundings.

j.         The stains on the wall on Monterrey have been cleaned and painted over.

k.        The butterfly garden (left on Monterrey) has been completed. The plants are Florida naturals, drought and cold resistant.

The new sign announcing that our community is deed-restricted, etc. has been moved from the center island to east of the Community Bulletin Board. Some additional plantings have been added.

 

IX.                 Announcements/Public Comment

a    Barbara Hughett, a resident, reported on the Adopt-A-Pond project. They are currently picking out the plants. The AAP Committee will maintain the site for 2 years. She stated that AAP needs access to the strip of land behind the channel and requested this be done. Mr. Pitrowski discussed this with Mr. Ray Rose, U.S. Lawns, who said he would begin mowing that portion again.

b  Ms. Hughett also pointed out that there is illegal dumping going on near the front park. There is a large pile of trees and branches. Mr. Rose will check this on Monday as well as around the lake.

c       There were various comments from the residents regarding all of the topics that were discussed tonight.

 

X.             Next Meeting - will be Monday, November 26, 2001 at the Winn Dixie Store on Gunn Hwy.

 

XI.              Since this was not an official meeting due to no quorum, there was no official closing to the meeting.
