Meeting Called to Order - Mr. Dufva called the meeting to order at 7:00 PM. First order of business was to discuss final open position on the Board. After discussion, Ms. Kapono made a motion to elect Ms. Dana Gilliam to the final Board position (LG-1). Mr. Klein seconded the motion; the motion passed 5 0. (Mr Coffield arrived late)
Lawn Maintenance Contract Bids - The next order of business was the awarding of the contract for Logan Gate Villages annual Lawn Maintenance Contract. 8 contractors attended the Pre-bid Meeting at Logan Gate Village on September 15, 2000. Of those, 1 was a "no bid"; of the remaining 7, only 5 contractors submitted bids. The conditions of the bid included a copy of the specifications, three references, proof of liability insurance, copy of business license, listing of current contracts, number of employees. The sealed bids were received by Mr. Pitrowksi and were contained in a second sealed envelope. Bids were received from:

Pauls Lawn Maintenance - $18,500
Wizzard Lawn Care - $57,600 (this bid included items requested on the bid specs)

Vote on Lawn Maintenance Contract - There was discussion about the bids from the Board and from the others in attendance, including Pauls Lawn Maintenance and Bill Witt of First Impressions. Mr. Pitrowski will check the references and lawn projects of the selected service. Issues brought up included number of years in the business, equipment, and the fact that did the owner work as part of the company? Ms. Ruth made a motion to accept the $18,500 bid from Pauls Lawn Maintenance contingent on references checked, proof of insurance and other items included in the specifications for bid. Mr. Pitrowski told the Board that there is a 30-day clause that if, at any time during the term of the contract and the Board becomes dissatisfied with the service, a 30-day notice can be sent to terminate the contract. This may result in a re-bid. Mr. Coffield stated that the Board had agreed last year that they would no longer go with the lowest bid due to the problems encountered with the previous low bid. Plus the fact that Pauls Lawn Maintenance only employees 3 people. The Board voted and the motion passed 4-2. Mr. Dufva commented that this was the first time a vote of the Board had not passed unanimously; that the bid process and voting process was an example to the Community how the Board deals with issues in the best interest of the Community. Minutes Approved After Mr. Dufva asked if the Board members had read the August Minutes in the September Villager, a motion was made by Mr. Coffield to accept the minutes as read. Mr. Klein seconded the motion; the motion passed 6 0.
Treasurers Report Mr. Klein reported that all assessment for the Community had been received. The budget for the year was $73,120; spent to date is $63,401. Ending checkbook balance as of 9/22/00 is $62,249. The next expense will be for Capital Outlay. The well is in and the electric had to be upgraded from 60 amps to 150 amps to accommodate the existing fountains, the new pump and any additional lighting to be installed. This expense plus any future maintenance on the well and pump will be a 50/50 split with the new Tampa Day School. Ms. Ruth made a motion to accept the Treasurers Report. Mr. Coffield seconded the motion; the motion passed 6 0. At this time, Mr. Dufva asked Mr. Klein to forward the file of the Treasurers Report to Karen Uhlig for inclusion in the Villager newsletter. It is understood that it will appear one-month delay in the newsletter but will better inform the Community about the finances.
Security Report Deputy Christine Fleet reported that the period of September 1 through 24, 2000 had been quite slow. A local resident spoke up in support of Christine Fleet and the board assured her they supported Christine and her deputies.
President Dufva spoke at length with the board and community regarding the defeat of the tax referendum. The common thought was that the lack of a campaign allowed the negative campaign to win. Mark read a letter from resident Kim Jones regarding her vote and misunderstanding of the facts.
Board member Cynthia Anne spoke about the new development on Normandie. She was the only resident to attend the last meeting with the developer and John Coffield expressed concern that the board had not been invited or aware of the meeting. Apparently, only those residents that abut the property were invited to this meeting. John indicated he would contact Ethyl who represents the developer.
Bill Daly spoke up for the Logan Gate Village Homeowners Association which is starting to grow and still looking for volunteers. Bill invited all residents to attend the meetings which will be the first Monday of every month at Winn-Dixie meeting room at 6:30pm. Bill thanked Rick Pitrowski for his most generous gift of $50 to start the checking account and purchase stamps for mailing.
Rick Pitrowski reported on the well drilling and explained the well driller had to go to 240 to find water increasing the cost to drill. The Board approved Rick getting the attorney to write up the agreement with the Tampa Day Scholl. The irrigation will go in next then the lighting and planting. Peter will get the last of the water bills to Rick to collect from the general contractor. Rick also pointed out that the sidewalk contractor tore up some irrigation and we will pursue that from the general contractor as well.
