MONTHLY MEETING MINUTES

Welcome with both the President and Vice President absent, Treasurer C.A. Kapono directed the meeting.
Approval of August 2002 Minutes all board members present indicated they had read the August 2002 minutes. M. Ruth made a motion to accept the August Minutes as written. D. Gilliam seconded the motion. Motion passed 5-0.
Approval of Treasurers Report C.A. Kapono distributed the Monthly Treasurers report and stated there would be a correction of moving the $12,400 for Logan Gate Blvd. planting from Repair and Maintenance to Capital Outlay. The ending balance for August 2002 is $42,861.67. D. Gilliam made a motion to accept the Treasurers Report with the correction made as stated above. B. Daly seconded the motion. The motion passed 5-0. C. A. Kapono presented 3 invoices for approval to be paid prior to the end of this fiscal period (end of month). M. Ruth made a motion to accept and pay these invoices. D. Gilliam seconded the motion. Motion passed 5-0. Our auditor, Bill Johnson, requested that we find an additional accountant to manage our financial reports; the person that does the monthly reports should not be auditing these reports at the end of the year. C. A. Kapono will search for another accountant to do the monthly reports. C.A. Kapono also presented B. Johnson's estimate for doing the 2002 audit for LGV as $2,400 (same as last year). B. Daly made a motion to accept this proposal to continue with Johnson as auditor. J. Gilliam seconded the motion. Motion passed 5-0.
Security Patrol Report C.A. Kapono spoke for the Sheriff's Department. Our Community continues to be very quiet; she presented 2 charts showing our area in addition to the surrounding area. The notations in our Community were few. The presence of the officers continues to keep our Community safe and quiet. B. Daly will attempt to scan these charts so that they can be included on the LGV website.
Discussion Regarding a New Trustee - Don Hardy, the chairman of the Resident Advisory Council, has agreed to accept the position that is being vacated by James Gilliam. It has been difficult finding residents who are interested in joining the Board. Fred Williams, a resident present, agreed to take over D. Hardy's position on the Resident Advisory Council.
Communities of America - R. Pitrowski
After some discussion regarding reports, etc. not being received by Mary Mahoney, it was agreed that C. A. Kapono would submit the necessary forms to change all mailings for LGV to the post office box. This will assure that mail is picked up on a regular basis by C. A. Kapono and when there is a change of officers or Trustees, the mailings would continue going to the same address/PO box.
The Assessment Roll has been approved and accepted by the County.
Up-lights at Henderson Rd. entrance - an attempt was made to steal a light fixture; they are also being shook lose by the lawn maintenance company. R. Pitrowski will be resetting fixtures and will set all in concrete. The company that did the original installation will not be paid the entire invoice for the install. COA will do this work at or below the original contract amount.
There is a minor problem with the well. The repair will be done on Tuesday, September 24, 2002.
The drip irrigation project will cost $4545, which includes $2550 for the jack and bore under Logan Gate Blvd. The areas covered by this additional system include both sides of the front entrance and the full length of the center island. In anticipation of easier access for future upgrades and/or repairs, the Board voted to install a 6" PVC pipe under the street (instead of the 'normal' 1 1/2 inch pipe.) The motion was made by B. Daly. D. Gilliam seconded the motion. Motion passed 5-0.
US Lawns at no charge has again replaced the plants in the center island. This will no longer be a problem once the drip irrigation system is installed.
Ray Rose of US Lawns has arranged a meeting with an arborist to discuss the condition of the oak trees along Logan Gate Blvd. R. Pitrowski and M. Ruth will agree on a meeting date and time.
There have been only 2 responses to the article in the newsletter regarding Community roof cleaning. It will be discussed again at the October meeting. Unless a minimum of 4-5 residents request this, it will not be practical to make the arrangements to have someone come in and do this. There must be at least 1 day's work minimum.
R. Pitrowski presented the letter he had written to be sent to Sheriff Cal Henderson in the name of our Community. This letter was to advise Sheriff Henderson of the value of the deputies' work in our Community and how we have benefited from the attention and hard work by Deputies George Murin and Edward Perez.

A reminder of the community garage sale this Saturday, September 28, 2002.
Resident M. DuBois gave the 3 banners to C. A. Kapono and she will work with D. Gilliam and M. Kapono to make additional signs.
The next meeting will be October 28, 2002 (the fourth Monday) at the same location.
With all business discussed, B. Daly made a motion to adjourn the meeting. M. Ruth seconded the meeting. Motion passed 5-0.
