Subject: Meeting With Commissioner Hagan & County Staff

I met with the Commissioner, his aide Rich Reidy and the Parks and Recreation Director Mark J. Thornton at LGV Park 1&2 today.

We had an exchange of ideas and courses of action that would be of benefit to LGV and the County.  Items on the table include the accelerated funding of the development of Park 1&2.  They will be meeting with Pat Bean, the County Administrator next week to discuss possible directions to be taken.  I told them that the board has set aside $20,000 this year and would consider sustaining that funding level over the next 5 years.  I was asked it we would secure a loan up front to accelerate the process I advised them that the SDTD is allowed to take out loans and own property.  This would be a board decision.

Also discussed were the possibilities of a higher-and-better use for Logan Gate Park 3.  Those uses will be determined after a legal review of the status of the property.  If the developer gave the property to the county for specific use, then a change of use could cause the property to revert back to the developer.  Also discussed was the concept of turning the park over to the SDTD.  My response was that the SDTD would then flip the property into a development under our control and take the profit and put it into Park 1&2.  In my mind adding 25 homes on a large cul-de-sac would not over tax our roads and infrastructure.

We really need your attention and leadership to move forward quickly in solving this great issue for our community.  I look to you board members on both the HOA and the SDTD to be prepared to discuss this matter at great length and bring about a resolution to the Logan Gate Park 3 issues.  No matter what happens, there will be a period for public comment required for the development of Park 1&2.  While the wheels may turn slowly, it is our job to make sure they turn in the right direction.  I expect to hear a response from each of you board members and include your neighbor’s thoughts.

I look forward to working with all of you on this project.  It is clear to me that all parties share the same vision of the development of LGV Park 1&2 and a solution for LGV Park 3.

Very Respectfully;
